Simon Clear & Associates prepared the Action Plan and Masterplan for an integrated urban development of 2,600 residential units, Town Centre, Rail Station and 100hectares of parkland.  The Baldoyle Action Plan was completed in 2001 and the Masterplan in 2002.  Phases 1 and 2 (c.1,000 units) were granted permission in 2004 / 2005.  Phase 3, the Urban Centre was permitted in 2006.  Phases 4 and 6 were granted by An Bord Pleanala in 2007 and 2008.  Phases 1 and 2 and the Railway Station are substantially constructed.
